Because PM Summers, the Dallas Bike Coordiantor, is well known for despising bike lanes. He's on record as stating something to the effect of, as long as he's the Dallas Bicycle Coordinator, there will be no bike lanes in Dallas. Unfortunately, I can't find anything to back that up, but I've personally heard him say it.
