\nFour years ago the Dallas City Council got its first look at the so-called Complete Streets Initiative, the intention of which was to one day, bit by bit, make over Dallas\u00e2\u20ac\u2122 streets for all comers \u00e2\u20ac\u201d not just cars, but hikers and bikers of all ages. (Or, as the city puts it: \u00e2\u20ac\u0153Streets that are comfortable for everyone: young and old, motorists or bicyclists, pedestrians, wheel chair users, or transit riders alike.\u00e2\u20ac\u009d So, yeah \u00e2\u20ac\u201d you.) And way back when the city promised a manual that would, among other things, \u00e2\u20ac\u0153define the planning process and standards to be used in the development of a plan for a street.\u00e2\u20ac\u009d That\u00e2\u20ac\u2122s a residential street, a commercial street, a mixed-use street \u00e2\u20ac\u201d really, anywhere there\u00e2\u20ac\u2122s a slab of concrete.
