It was after dark; cloudy with no stars and in area with no street lighting. There is also no shoulder at this point on 69 and the white line touches a grassy area that is fairly flat so people can walk there.<br \/>\nInstead, there was a man walking on the line, pretty much in my lane on the highway.\u00c2\u00a0 He was dressed in all dark clothing and had no flashlight. I did not see him until I was literally less than a couple of feet away from him. I drive slower than the speed limit by nature and, thank God, no one was in the left hand lane because I swerved to miss him.<br \/>\nAs I entered Jacksonville, I saw another gentleman wearing all dark clothing with no flashlight, though he was well away from the road.
